Applications are expected to be built around a S.M.A.R.T. logic model, meaning the project objectives should be Specific, Measurable, Achievable, Relevant to the identified problem, and Time-based with clear deadlines and outcomes. Proposals must also show how the project advances equity and improves engagement with underserved communities, consistent with the U.S. Executive Order on Advancing Racial Equity and Support for Underserved Communities. In practice, this means applicants should explain who is underserved in their target area (by factors such as geography, income, ethnicity, religion, gender identity, sexual orientation, or disability), how the project will reach them, and why that strengthens the democracy and human rights impact of the work. Because of COVID-19 considerations, projects that incorporate virtual tools are welcomed, and any in-person programming should include contingency plans in case public health measures change during the grant period.
The primary intended participants and audiences are citizens or legal residents of Serbia, with an emphasis on youth, students, educators (teachers and administrators), and young professionals. Proposals may also include secondary audiences such as media, broader civil society networks, or professional groups, as long as the main target and benefits remain clear and aligned with the program goals. Grantees are expected to publicize their activities and visibly acknowledge U.S. Embassy support, including use of the Embassy logo on relevant materials and promotion through social media and/or traditional media.
Awards are grants with an award ceiling of USD 50,000, and the opportunity anticipated roughly nine awards. Projects must be designed to finish in 15 months or less, including evaluation and assessment. Project start dates must fall within a defined window: no earlier than July 1, 2022 and no later than December 1, 2022. Cost sharing is allowed but not required, and it does not affect funding decisions.
The notice also contains strict funding restrictions that determine basic eligibility. Projects are not eligible if they involve partisan political activity; pay for attendance at overseas conferences or trips abroad; include international travel to or from the United States or to countries outside the Balkan region; provide charitable or humanitarian aid; focus on fundraising; are commercial or profit-making; focus primarily on academic or scientific research; fall outside the democracy and human rights themes (including projects centered on arts and culture without a clear connection to the program themes); focus on skills training unless it is specifically aimed at integrating disadvantaged groups; duplicate an existing project; or provide direct social services such as healthcare, childcare, food subsidies, or similar assistance. The program is designed for targeted initiatives with defined objectives and deliverables, so proposals framed mainly as ongoing operational support for an organization are considered technically ineligible.
To apply, organizations must use the required application package posted on the U.S. Embassy website (hard copies are not provided). Required components include standard federal forms (SF-424, plus SF-424A and SF-424B in cases tied to SAM.gov registration status), the FY2022 Grant Application Form, and a detailed budget justification narrative using the provided Excel template. Attachments are also required as applicable, including one-page CVs or resumes for key personnel, partner letters of support describing roles and responsibilities, a NICRA document if indirect costs are being charged under an approved rate, official permission letters if needed for activities, and a screenshot showing SAM.gov registration has been initiated if registration is not yet complete. The narrative proposal has a maximum length of 10 pages, not counting attachments.
Applications had to be submitted by email to DemComSerbia@state.gov by February 1, 2022 at 1500h, and incomplete submissions by the deadline were deemed technically ineligible. As a backup, applicants were encouraged to mail a paper copy to the U.S. Embassy in Belgrade (Democracy Commission, Public Diplomacy Section) postmarked by the deadline. Final funding decisions were expected by July 1, 2022, with the possibility of additional projects being supported later in the fiscal year if further funds became available.
